It's a fan game you don't need an emulator to play but you can't play it on your phone

there is a guy in the the team rocket who gives you the item for it

it is used to transfer a team from save to another but only if your two character are S-rank

Meltan can't evolve into melmetal but he can still be obtain later in the game
