It looks like challengers and trainers battling can switch whenever they want. They've shown trainers switching Pokémon during a battle when they were about to be hit with an attack at least a few times.

I absolutely think he should not have won because he was not ready to go all the way and it would've felt cheap if he won the whole thing, but it did feel a little empty that he lost because Charizard wouldn't battle.
AG would've been a good ending point if they ended it with Ash becoming a Frontier Brain. DP would've been also since it was when Brock left for good, they just would've had to had Ash win the league or something similar to the Battle Frontier that he goes through.
I think after Johto with Ash beating Gary in the final. I don't think the series should've ended there though, just ended with Ash as the main character. He could've been more of a mentor type that appears from time to time and in specials/movies.
Johto was more of a direct continuation from the first two seasons than it was it's own separate series like the later series were so it did make sense that he used his Kanto Pokémon sometimes. He used the Pokémon at the given time when he felt he needed them, which is what makes sense to do.
