You get it through the story content. Just use exp trainers in Pokecentres if you're under leveled until then.

I tried reading the PBS file up to that point but I don't see any errors, not sure what to do.

This is an error some players get when trying to play the Game-z version. There is an alternate download of the base Game.exe file available on the Discord server that you can use to bypass this error.

I need some more info - are you playing on Game.exe or Game-z.exe?
Did you download and extract the full game or are you playing from the zip file directly?

I extracted everything and I'm using Game-z.exe

Ok so I said earlier, that there is an alternate download link in the Discord. You may need to play Game.exe instead and the download for that is available there.

It is not widely distributed because it doesn't run as well (Game-z runs on MKXP while Game.exe runs on RGSS which is an older version of Ruby).

You have to join the Discord, and find the link that I have pinned in the Ss1 lobby channel as it has the link for the alternate download.

You can ask in the Discord if you don't know where to look.
