Mysterious and incredibly intelligent Harvey has made a name for himself under this alias as the world's most effective and ruthless mercenary. He is creative and finds new ways to complete his missions making him incredibly unpredictable. To make matters worse for any potential targets he has the ability to just seemingly disappear after a mission and take much of the evidence and techniques with him. This allows him to easily operate in all the regions both in public and in the shadows. An expert hacker mixed added with his fearsome reputation and vast network of connections, Scott seems untouchable to law enforcement and politicians despite his many crimes.
Harvey is a hardened man who only cares for the thrill of his career. Money is only there is allow him to acquire more toys and indulge himself with. Harvey holds no real value to life and sees the world as one that is survival of the fittest. Unopposed to killing anyone who gets in his way, he has accrued a massive death toll throughout his career. Confident in his abilities to get the job done, he is cocky and arrogant. He has been known to play with his targets on occasion when he finds himself bored or disappointed with the ease of the assignment (or when instructed to do so). Accepting jobs ranging for corporate espionage, assassination, sabotage, bounty hunting, and even security, Harvey only accepts jobs he deems worthy of his skills, and pays extremely well (or allows him to establish powerful connections or information). Employers are warned to never double cross Scott as he is ruthless to correct any form of betrayal, and has killed several previous employers who were stupid enough to try in double cross him.
The only thing that breaks the mold for Harvey is a uncharacteristic random sense of mercy he shows to specific individuals. Harvey has selectively spared a random few bystanders and even a target or two. He has even assisted some of these individuals at no cost. This mercy can be short lived, and he occasionally returns later to kill the individual. The individuals he spared refuse to speak about why or against him as they know it would not take much for him to revisit them if they do.
Appearance:
"Appearances can be deceiving, but mine are spot on. I am a ruthless machine. I will get the job done… at the right price."
Standing at six feet tall Harvey is not very physically imposing until you see the many different mechanical replacements built into this body. He makes no attempt to hide them and does not care what others think of his "self-mutilation."
Augmentations:
"Why do you do this to yourself? They ask, to which I reply: Why would I accept weakness like you do? These are improvements, I am better than them in every way because of them so I ask the better question: Why do you not seek to improve yourself beyond your physical limitations? They usually come up with so stupid excuse. So no, I do not care if others judge me because of my enhancements. I judge others for accepting such weak and pathetic bodies."
Much of his body has been augmented with mechanical replacements that allow him to preform feats normal humans are incapable of. Those who designed these experiment augmentations and where they come from remains a mystery. Considering his access to vast amount of experimental military hardware its clear he has friends in both high and dark places that keep him well supplied.
While these augmentations increase his combat capabilities, he is out matched by most Hybrids in a straight up fight. Granted this will not bother him as he avoids the straight up fight, and prefers to play the battlefield until he has a significant advantage.
"Hardwire" Neuro Hacking Interface: This allows Harvey to hack any device with a wireless system remotely and with incredible speed as he can literally hack directly with his mind. He can also intercept signals with the enhancement.
"Third Eye" Advanced Optics System: Replacing his normal eyes with these advance visual sensors allows him to not only monitor information around him, but seamlessly see in night vision, infrared, and when linked with the Hardwire enhancement through various electronic devices.
"Sonar" Sensory Enhancer: Sonar gives Harvey heightened sense allowing him to detect motion and "feel" around corners by using a sound based sensor suite similar to what bats use.
"Perfection" Cybernetic limbs: His arms and legs have been completely replaced with mechanical limbs that offer both enhanced strength, speed, and reaction time. The limbs also have advanced shock absorbing abilities allowing him to fire his duel .45 caliber pistols without having to worry about recoil, and allows him to fall great distances without taking any damage.
"Enabler" Chemical Controller: An enhancement that controls and adds specific hormones and chemicals in his body that allows him to force his body to create high levels of adrenaline and even inject chemicals to block pain receptors.
"Devourer" Nanite Injector: Hidden in each of his cybernetic arms is three short thin metal spikes that can appear from under his wrist. These deadly weapons appear to be solid metal but in reality there are completely made up of hundreds of tiny machines called nanites held tightly together with a strong magnetic current. The spike is unable to penetrate armor or deflect attacks, but is used like a needle. Stabbing a target the magnetic current stops allowing the spike to "dissolve" into the target's body. The nanites are idle at this point until commanded to attack. Upon this command the machines begin to tear apart the victim seemingly devouring them. These nanites are incredibly expensive and had to produce. Harvey rarely uses them because of this, and he does not have any additional "reloads." He is working on their programming to make them smarter and deadlier but such small machines are limited in their capabilities so for now they only have the basic program of destroy what is around them.
Pokemon:
"Pokemon are mere tools... tools that often hesitate and feel pain. For that reason, I do no rely on them heavily. They do make good distracts or diversions, and this often leads to their quick demise. However their lives are cheap and easily replaced so they continue to serve in my arsenal."
Harvey is not a caring trainer and his pokemon tend to have a high fatality rate due to the situations he puts them in, and his use of them. His pokemon are poorly trained and are often just caught in their more evolved forms or quickly pushed into it. They have no attachment to him nor him to them. When pitted against similar pokemon from other trainers his are at a significant disadvantage. The only way he succeeds with his pokemon is when he uses highly illegal Pokemon battle drugs that makes his pokemon push themselves well beyond their normal limits, which often results in their deaths.

Weapons:
"While pokemon are tools of the trade, I prefer tools I have complete control over and lack feelings. So I invest more in technology than Pokemon. So far it has worked perfectly for me."
Harvey has access to a fearsome arsenal of military grade infantry weapons and explosives which he uses as required. However he always carries his two custom Ruger R9s: Peacemaker and Harbinger. These modified pistols are able to fire a variety of specialty rounds at semi, burst, or fully automatic rate of fire. Linked with his Third Eye, he can aim without the need of iron sights and fire at two different targets simultaneously with incredible accuracy.
He wears lightweight and flexible "Iron Skin" armor to cover his chest, torso, and lower regions. A reinforced skull acts as protection for his head, while allowing his victims to get a glance at their killer.
The most common Drone he uses is the Fink, a small simple aerial observation and recon drone that allows him to get a top down look on a target area or track a specific target from the sky. He rarely uses larger armed drones as they are expensive, hard to operate with just his Hardwire mod.
