I do not believe that is how it works. Anyway, I took a quick look and in Emerald, the Type Names are in 31AE30. But save a back-up before testing it out. Also, the Emerald offset for the Strength and Weakness table is 31ACE8.

I unfortunately do not know the offset you are looking for since I've only been hacking Ruby ever since I began ROM hacking. I suggest you ask those who have created Emerald tutorials or maybe ask in the QnA thread in the Beginner's Lounge.

No. You are not supposed to see blanks. You're supposed to see moves after [Psycho Boost], and you can use those to insert your new moves.

Also...Ruby is kinda...not a good ROM to base your hack. FireRed and Emerald are better ROMs to use for ROM Hacking now since they have more support than Ruby. :/
