Minun and Plusle were made to promote double battles, Pichu was there to promote baby Pokemon, and Emolga for double typed electrics. Pachirisu was just there really. They're really nothing but a breed of Pokemon that seem to have better stats than Pikachu.

If they were there to promote Pikachu, they would be the Eeveelutions for Raichu. But they're really just separate Pokemon that come and go and that's it. However Game Freak really, really likes Plusle for some reason.

In sense of opinions.

I have a passion for Pikaclones (I think they're actually called electric cheeked rodents but I am not sure) and Eeveelutions and you hate Pokeclones and Eeveelutions a lot. And you seem competitive but I am not into that kind of way of playing Pokemon.

I know your user title says you can't team build, but mind if you could tell me this team has some decent synergy: Venusaur w/ Chlorophyll, Mega Charizard Y, Blastoise (Rapid Spinner/Wall), Sylveon (Staller), Tyranitar (Stealth Rock Lead/Tank), and Garchomp (Sweeper).
