I'd hunt Roggenrola in a cave. See: Axiom 22

In Wellspring, at least, you have a chance at a shiny Woobat or Drilbur. I don't know if Roggenrola is found anywhere else, but I'd definitely hunt in the wild unless you want a specific nature/egg moves.
