Poccil's Pokemon Starter Kit can be found in the Pokemon Essentials thread in the Game Development forum section of PC I think, just use the search option if you can't find it.

Hello, the game will be released in Volumes, the first one will be in the Johto Region. The game isn't available yet. I will post the link to download it once the first volume is completed. You can post comments on the Master Quest thread if you want to.

And for the other question, I use RPG Maker XP with Poccil's Pokemon Starter Kit.
