Since you can Mega Evolve in contests, I think Milotic could get a Mega Evolution, since it's the poster child of contests due to Feebas' first evolution method.

Me neither. If only it had some other boost. Either that, or it could've gotten another evolution before receiving mega, considering that it's only in its second stage, haha.

It has Cotton Guard (that's the name, isn't it?), which raises its Defense by three stages at once; if it gets some boost in Speed, Mega-Altaria could become a major threat with it. Me neither, haha. What ability did it get?

Yup, you would! They don't necessarily have to be taking any starter, though; it could be any Pokemon, I suppose.
