Do you think Oshawott's light-blue fur feels like bubbles? If not, tell me why.

I don't think so. I think it would feel like any other fur.

I can see where you're coming from, since it looks like it has bubbles around its neck. Maybe that part might feel like bubbles, while the rest of its body feels like usual fur.

I feel like it would be like otters fur, as that's what it's based on!
