Issue: We don't have a proper forum to post decomp resources.

Pretty much the title, there are a lot of resources that could be added to that forum, the forum would be created here:

Atm, sadly, we have to put our resources as tutorials, like this one:

The tutorials forum is full of resources that aren't tutorials, but rather resources.
