What is a list of the most beloved pokemon (ignoring power or utility)?

The ones loved despite not standing on stats or moves. Online web ones tend to be about the power of pokemon or at least perceived power.. Is there another list?

Cannot easily separate that. May grow to like Pokemon because of that power. Could see the opposite too, because of bad experiences with that Pokemon's low power. Rarely sees Metapod or Kakuna mentioned, for example.

If anything, perhaps the 2020 official Pokemon poll? Details that on Bulbapedia. (Designed the actual site really annoyingly.) Shows another poll on there for Pokemon Day 2021. Immediately doubts that one, though. Barbaracle as #22 overall? Suspects some Twitter bots.

One other potential problem: poll timing. Bets on a lot of Scarlet/Violet ranking high just after the game's release. Likely dies down as the game becomes older.

Hasn't the question been asked on this forum- what pokemon that is weak or medium power pokemon games do you like best in mainline pokemon (that you wish would be playable throughout the game)?

Ah. Understands now. Cannot recall that specifically being asked. Considers Great design, poor use to be roughly what you want. Found What's the weakest Pokemon you'd bring to the Elite Four? as well. Mentions another thread that does not exactly fit: What Pokemon deserves a stat buff?. Talks about weak Pokemon, not specifically loved ones. Likely advocates for ones they like, however.
