Updated the list. Kept Regigigas and Arceus in. Cannot really obtain them in Generation 9. Transfers them in, sure. May not consider that "available".
Fully expected it to be Smeargle. Who could it be, then? Potentially learns Mud-Slap in Sword/Shield, but not BDSP (or vice-versa)? Shrugs.

Lopunny, Purugly, Lickilicky, Regigigas(?), and Arceus(?), assuming no mistakes. Cannot catch the latter two in Scarlet/Violet, as a reminder. Can transfer them in. Avoids picking those, personally. Left them as a safety.

Correct!
For the Mud-Slap thing, it could learn Mud-Slap via Move Tutor in Platinum & HGSS. And then never again, though it still lingered as a 'Transfer only move'.
But then they axed it completely in gen 8.
Seems like a weird move for a Move Tutor to me. I went with 'no it can't learn it' simply because those specific move tutors were gen 4 only and it then was never able to learn it again since then.
