  • Is it Lickilicky?

    Correct!

    For the Mud-Slap thing, it could learn Mud-Slap via Move Tutor in Platinum & HGSS. And then never again, though it still lingered as a 'Transfer only move'.
    But then they axed it completely in gen 8.

    Seems like a weird move for a Move Tutor to me. I went with 'no it can't learn it' simply because those specific move tutors were gen 4 only and it then was never able to learn it again since then.
