I use them only for difficult battles not all the time.
I have a non ledgendary team for other battles.

I'd switch out Gyarados and Aggron for other types. But you can do what you want.

Well the only way I can think of is to get a female Smeargle with sketch, have a link battle, have you opponent use Surf, but make sure Smeargle can survive. Smeargle uses sketch, then it only knows Surf, then breed with a Pikachu/Raichu(If they're in the same egg group, which I'm pretty sure they are).
